There has been a wide recognition that all those involved should combine their efforts and the Best Management Practices are the result of close collaboration by shipowners’ and seafarers’ organisations, naval authorities and insurers. Version 4 of BMP was published in August 2011 and is kept under regular review.

All shipowners who have vessels operating in the High Risk Area (bounded by Suez to the North, 10°S and 78°E) and crew on such vessels are strongly urged to follow BMP4.

Reference should also be made to the comprehensive and updated information provided by the Maritime Security Centre (Horn of Africa) MSCHOA and the NATO Shipping Centre. It is extremely important that owners and crew make use of the MSCHOA website and, in particular, follow the reporting and registration requirements procedures described throughout the High Risk Area.

Naval forces and governments have repeatedly emphasised the important of BMP compliance. There are still many vessels which fail to report to UKMTO or register with MSCHOA. This may be partly attributable to a lack of awareness of the size of the UKMTO Voluntary Reporting Area and MSCHOA Vessel Movement Registration Area (which both reflect the High Risk Area referred to above).

If a vessel is captured, it will be necessary to engage experienced consultants to handle the negotiations. Costs can be substantial and may be covered K&R cover or other additional insurance. Depending on the media environment of owners’ domicile, it may be worth instructing media consultants.

After an attack, it is vital ensure that proper support is provided to all those affected.

If a vessel is captured or crew welfare is involved, early and sensitive notification to families is essential and owners should remain in regular contact throughout the detention. Crew must also receive proper care and support on their release.

The UK Hydrographic Office Anti-Piracy Planning Chart Q6099, first published in June 2009, was revised in September 2010. The chart has the transit corridors marked and identifies the UKMTO Reporting Area and contains much other useful information.
